{"id":15511,"date":"2019-07-17T10:35:05","date_gmt":"2019-07-16T21:35:05","guid":{"rendered":"https:\/\/www.pureseo.co.nz\/?p=15511"},"modified":"2019-12-19T17:02:25","modified_gmt":"2019-12-19T04:02:25","slug":"youtube-and-hate-speech","status":"publish","type":"post","link":"https:\/\/pureseo.com\/nz\/blog\/youtube-and-hate-speech","title":{"rendered":"YouTube and Hate Speech: Is the Media Platform Taking Responsibility?"},"content":{"rendered":"\n<p><em>The views, thoughts, and opinions expressed in the text belong solely to the author, and not necessarily to the author\u2019s employer, organisation, committee or other group or individual.<\/em><\/p>\n\n\n\n<p><strong>Note: this article contains discussions of homophobia, racism and other forms of bigotry and hate speech. <\/strong><\/p>\n\n\n\n<p>Ladies,\ngentlemen, and variations thereupon, the 22<sup>nd<\/sup> century is on the horizon.\nHowever, 2019 remains a year where massive media platforms like YouTube can\nstill justify tolerating channels that promote white supremacist speech until\nthey experience relentless backlash for it, and continue to keep their platform\navailable to an outright homophobe\u2019s channel despite ample evidence.<\/p>\n\n\n\n<p>If that\nsounds like d\u00e9j\u00e0 vu to you, that\u2019s because it is. We\u2019ve all been here before.\nYouTube has been at the centre of many controversies in the past, most of them\nto do with tolerating the presence of accounts on their platform that spewed\nhate speech, bigotry, or otherwise attempted to invalidate the existence of\ngroups of people based on certain characteristics.<\/p>\n\n\n\n<p>It has been an <strong>ongoing theme<\/strong> for YouTube to regularly ignore minority communities while simultaneously peddling marketing campaigns that seem to cater to them on a corporate scale. In fact, in light of some of the incidents, a former Google employee petitioned to ban the tech company from the<a rel=\"noreferrer noopener\" href=\"https:\/\/www.nbcnews.com\/feature\/nbc-out\/activists-want-google-banned-san-francisco-pride-march-n1015246\" target=\"_blank\"> <strong>2019 San Francisco Pride Parade.<\/strong><\/a> This is a first in the history books and constitutes a massive talking point for the online community.<\/p>\n\n\n\n<p>But what,\nreally, passes as support for targeted communities on the Internet? And can\nYouTube&#8217;s actions this past June really be justified? <\/p>\n\n\n\n<p>Buckle in,\nthis might get bumpy.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<br>\n\n\n\n<h2 class=\"wp-block-heading\">Failing Queer Creators<\/h2>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" data-src=\"https:\/\/www.pureseo.co.nz\/wp-content\/uploads\/2019\/06\/carlos-maza-1024x579.jpg\" alt=\"An image of Carlos Maza presenting a segment on Vox.\" class=\"wp-image-15513 lazyload\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 1024px; --smush-placeholder-aspect-ratio: 1024\/579;\" \/><figcaption>Carlos Maza, an openly gay, Cuban-American <em>Vox<\/em> presenter, who has been harassed by Crowder for years.<\/figcaption><\/figure>\n\n\n\n<p><em>Vox<\/em> presenter Carlos Maza is an openly\ngay Cuban-American man, and he has a prominent presence on YouTube on <em>Vox&#8217;s<\/em>\nchannel. On May 30<sup>th<\/sup>, <a href=\"https:\/\/twitter.com\/gaywonk\/status\/1134264395717103617\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Carlos\nreleased a video compilation<\/strong><\/a> of one Steven Crowder from the show \u201cLouder with\nCrowder\u201d, openly calling him discriminatory, bigoted things. The video sent\nshockwaves throughout Twitter and the queer community, with words like \u201clispy\nqueer\u201d and \u201csprite\u201d reverberating around the internet. <\/p>\n\n\n\n<p>According to\nMaza, these taunts had been going on for years, which the video compilation\nshows in great detail. The impact on his life was greater than simply having to\nendure hate-speech, which is already a terrible thing to go through. He was\ndoxed &#8211; his personal details were found and leaked to hundreds of Crowder\u2019s\nfollowers, hundreds of whom proceeded to bombard his phone with the message\n\u201cDebate Steven Crowder\u201d. <\/p>\n\n\n\n<p>The thing\nis, after bringing these actions and words to YouTube\u2019s attention, <a href=\"https:\/\/twitter.com\/TeamYouTube\/status\/1136341801109843968?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1136341801109843968%7Ctwgr%5E393039363b636f6e74726f6c&amp;ref_url=https%3A%2F%2Fwww.washingtonpost.com%2Ftechnology%2F2019%2F06%2F05%2Fyoutube-will-remove-more-white-supremacist-hoax-videos-greater-hate-speech-effort%2F\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>the\ncompany refused to take down Crowder\u2019s channel<\/strong><\/a>, citing that while \u201churtful\u201d,\nCrowder\u2019s language and actions did not justify wiping his channel,\ncontradicting their own policies on harassment. Doesn\u2019t that directly defy the\nconcept of creating a \u201cFree Space for People to Belong\u201d?<\/p>\n\n\n\n<p>To anyone\nunfamiliar with the history of YouTube, this may seem like an isolated\nincident, but unfortunately there is a lot of evidence to the contrary.<\/p>\n\n\n\n<br>\n\n\n\n<h2 class=\"wp-block-heading\">History of Hate Speech on YouTube<\/h2>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" data-src=\"https:\/\/www.pureseo.co.nz\/wp-content\/uploads\/2019\/07\/Untitled-design-4-1024x576.jpg\" alt=\"A black and white image of a cardboard sign protesting hate.\" class=\"wp-image-15567 lazyload\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 1024px; --smush-placeholder-aspect-ratio: 1024\/576;\" \/><\/figure>\n\n\n\n<p>First thing\u2019s first: <strong>it\u2019s important to acknowledge that being able to express one\u2019s opinion is a basic human right<\/strong>, and that media platforms are simply places where people can congregate to express their opinions in a way that brings like-minded people together. Thus, a website like YouTube will have a large variety of people with an equally large variety of opinions.<\/p>\n\n\n\n<p>Suffice to say, this can be difficult to handle, as many people will profess that their opinions are not harmful or hurtful in any way. However, it can be argued that there should be baseline rules in place for the protection of people online &#8211; minority groups especially &#8211; and the problem is that we seem to be missing consistent reinforcement of <strong><a rel=\"nofollow noopener noreferrer\" aria-label=\"YouTube's policies (opens in a new tab)\" href=\"https:\/\/support.google.com\/youtube\/answer\/2801939?hl=en&amp;ref_topic=2803176\" target=\"_blank\">YouTube&#8217;s policies<\/a><\/strong> around hate speech. Often, they border on subjective ruling. <\/p>\n\n\n\n<br>\n\n\n\n<h3 class=\"wp-block-heading\">Extreme Content &amp; The Amplification Algorithm<\/h3>\n\n\n\n<p>YouTube is a land that contains many extremes. Amplification seems to play an integral role in their recommendation algorithm, wherein users seem to be directed towards content that is a more intense, more concentrated version of their watch history.<\/p>\n\n\n\n<p><strong><a rel=\"nofollow noopener noreferrer\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.nytimes.com\/2018\/03\/10\/opinion\/sunday\/youtube-politics-radical.html\" target=\"_blank\">Jennifer Heuer of the New York Times<\/a><\/strong> investigated the YouTube recommendations algorithm with a variety of topics, and found an interesting trend: videos tend more and more toward extreme viewpoints. For example, as the <a rel=\"nofollow noreferrer noopener\" aria-label=\"Wall Street Journal discovered in 2018 (opens in a new tab)\" href=\"https:\/\/www.wsj.com\/articles\/how-youtube-drives-viewers-to-the-internets-darkest-corners-1518020478\" target=\"_blank\"><strong>Wall Street Journal discovered in 2018<\/strong><\/a>, &#8220;<em>if you searched for information on the flu vaccine, you were recommended anti-vaccination conspiracy videos<\/em>&#8220;. <\/p>\n\n\n\n<p>This is a demonstration of how the YouTube recommendation algorithm works its magic &#8211;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.scientificamerican.com\/article\/youtubes-recommendation-algorithm-has-a-dark-side\/\" target=\"_blank\"><strong>it pushes what it deems &#8220;engaging&#8221;<\/strong><\/a>, and this can include factors such as \u201cview velocity\u201d and the total amount of views a video has, as well as other factors it deems relevant.<\/p>\n\n\n\n<p>YouTube CEO\nSusan Wojcicki has commented on the situation, once again referencing YouTube&#8217;s\npolicies on supremacist or discriminatory content. She also spoke about a\n&#8220;borderline category&#8221;, a term used when videos are close to, but not\nquite overlapping, the parameters that would get them booted from the site. These\nborderline videos are, according to Wojcicki, recommended to viewers much less,\nand are oftentimes demonetised. <\/p>\n\n\n\n<p>The problem with that approach is that alt-right channels like Stephen Crowder \u2013 and others like his \u2013 are still able to monetise their views by linking to the merchandise they produce, marketing with affiliate content, and encouraging viewers fund them through platforms like Patreon. YouTube is the perfect mechanism for people like him to earn money from shocking content, because, at the end of the day, it is an entertainment platform. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;A policy that attempts to ban hateful content is only as effective as the mechanisms implemented to enforce such rules. If executed poorly, this policy could contribute to even more harm for black communities and other communities targeted by white supremacist ideologies. &#8220;<\/p><cite>Rashad Robinson, President and CEO of Color of Change<\/cite><\/blockquote>\n\n\n\n<br>\n\n\n\n<h3 class=\"wp-block-heading\">Queer Content Takes a Hit: #ProudToBe Restricted<\/h3>\n\n\n\n<p>Let\u2019s jump back a few years, to when two major events changed the course of YouTube\u2019s history.<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The <a rel=\"noreferrer noopener\" aria-label=\"#ProudToBe (opens in a new tab)\" href=\"https:\/\/www.youtube.com\/watch?v=uem7QFp0uKY\" target=\"_blank\">#<\/a><strong><a rel=\"noreferrer noopener\" aria-label=\"#ProudToBe (opens in a new tab)\" href=\"https:\/\/www.youtube.com\/watch?v=uem7QFp0uKY\" target=\"_blank\">ProudToBe<\/a><\/strong> Campaign was launched. This was aimed at showing open support for the LGBTQ+ community and making space for creators on their platform.<\/li><li>\u201c<strong><a rel=\"nofollow noopener noreferrer\" aria-label=\"YouTube Restricted Mode (opens in a new tab)\" href=\"https:\/\/support.google.com\/youtube\/answer\/7354993?hl=en\" target=\"_blank\">YouTube Restricted Mode<\/a><\/strong>\u201d. People could select a mode that would filter out content containing \u201csensitive topics or material\u201d, a feature available since 2010. The company then decided to update their restricted mode algorithm in 2016, causing several notable malfunctions.<\/li><\/ol>\n\n\n\n<p>These two events formed a perfect storm, in which a number of videos from queer creators got caught up in the updated filter, and people who used restricted mode couldn\u2019t see videos from LGBTQ+ creators anymore. This sent a message to YouTube channel owners \u2013 as well as viewers on YouTube \u2013 that LGBTQ+ content was \u201csensitive\u201d material, and thus shouldn\u2019t be seen by children, which just isn\u2019t the case. <\/p>\n\n\n\n<p>YouTube has <strong><a rel=\"nofollow noopener noreferrer\" aria-label=\"attempted to rectify the issue as of 2017 (opens in a new tab)\" href=\"https:\/\/youtube-creators.googleblog.com\/2017\/06\/a-message-on-pride-and-lgbtq-initiatives.html\" target=\"_blank\">attempted to rectify the issue in 2017,<\/a><\/strong> finally allowing creators to once again discuss times in which they were discriminated against, and to open up the dialogue around queer-phobia without subsequently becoming restricted. There are still <strong><a rel=\"nofollow noopener noreferrer\" aria-label=\"instances of queer creators finding their videos blocked (opens in a new tab)\" href=\"https:\/\/www.huffpost.com\/entry\/youtube-continues-to-restrict-lgbtq-content_b_5a5e6628e4b03ed177016e90?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAAERIc8p3KyxnbaSWAu0_DsZo4e-YzD8kuG5Km4bCX63XoDzWrvj_yzaga8_Nk0hQBMITqtp8wHXOpuVEx7JrBhS_aDBbPnzRUBdB1tms464IlGbIM0AIUs3BciQG_fvCQIPFp4Vi2ugKeiBK4dzcun_T0fefZQ-xp6d2w56SNz9u\" target=\"_blank\">instances of queer creators finding their videos blocked<\/a><\/strong> by content filters while viewers enable restricted mode, however, they appear to be less widespread. <\/p>\n\n\n\n<p>The company also apologised for their role in what they termed a \u201cmisunderstanding\u201d, but it does demonstrate that their algorithms somehow picked up a significant amount of LGBTQ+ content with little to no basis, and continued to do so for some time despite the change to their policies.<\/p>\n\n\n\n<br>\n\n\n\n<h3 class=\"wp-block-heading\">Ad Companies &amp; The Saga of the Adpocalypse<\/h3>\n\n\n\n<p>The &#8220;<em><strong>Adpocalypse<\/strong><\/em>&#8221; was a phenomenon characterised by advertisers pulling their support from YouTube following massive controversy, impacting on creators\u2019 abilities to monetise their content. After all, not many ad companies would want to put their brands in between disturbing or damaging content. <\/p>\n\n\n\n<p>The YouTube Adpocalypse has, arguably, occurred three times &#8211; at the end of 2017,  in February of 2019, and just recently in June of 2019.   <\/p>\n\n\n\n<p>Last 2017, following a racist video that had been allowed to gain traction, as well as various other upsetting content (such as Logan Paul&#8217;s video where he literally shows his viewers a hanging corpse), major advertisers pulled their money and advertisements from YouTube&#8217;s ad platform. YouTube&#8217;s response was to update its algorithm and policies to only feature ads on channels that were considered &#8220;family-friendly&#8221;, which ultimately left many of the platform&#8217;s creators high and dry. This is what the YouTube creator community dubbed as the \u201c<em>Adpocalypse<\/em>\u201d. &nbsp; <\/p>\n\n\n\n<p>Another Adpocalypse occurred after February of 2019 when YouTube <em>MattsWhatItIs<\/em> posted a video that suggested the existence of a &#8220;soft-core paedophilia ring&#8221; on the platform. In response, YouTube scoured its channels for potentially illegal content and reported them to the authorities. Major brands once again pulled their ads from YouTube, especially children-oriented ones like Disney and Hasbro. <\/p>\n\n\n\n<p>YouTube content creators have hated these Adpocalypse updates &#8211; as many of them have had their own YouTube channel revenue decline by more than 90% (and putting their livelihoods in jeopardy) despite them producing content that would be considered completely inoffensive.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<br>\n\n\n\n<h2 class=\"wp-block-heading\">The Vox Adpocalypse &amp; YouTube&#8217;s Response<\/h2>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" data-src=\"https:\/\/www.pureseo.co.nz\/wp-content\/uploads\/2019\/06\/youtube-ceo-1024x576.jpg\" alt=\"YouTube CEO addressing their changes to policy.\" class=\"wp-image-15512 lazyload\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 1024px; --smush-placeholder-aspect-ratio: 1024\/576;\" \/><figcaption>Susan Wojcicki, YouTube CEO, speaking about their changes in hate speech policy.<\/figcaption><\/figure>\n\n\n\n<p>Now that you have some context, let&#8217;s bring it back to the present day. Following the advent of the great &#8220;<em>Maza vs. Crowder<\/em>&#8221; war this past June 2019, which many have termed the <em>Vox Adpocalypse<\/em>, ad companies have again become sensitive about issues surrounding YouTube&#8217;s algorithms. <\/p>\n\n\n\n<p>Not only that, there was some light shed on huge topics that have been missing from YouTube\u2019s policies. Namely, the matter of a more robust policy against hate speech, especially around <em>racism<\/em>, <em>homophobia,<\/em> and other forms of bigotry. <\/p>\n\n\n\n<p>Pressure from both YouTube creators and advertisers shook multiple existing problems out of YouTube&#8217;s woodwork. A prevalence of white supremacist and conspiracist videos became the subject of great debate across users of the platform, resulting in the CEO of YouTube stepping in with another amendment to their policies.<\/p>\n\n\n\n<br>\n\n\n\n<h3 class=\"wp-block-heading\">The Great Ban on Supremacist Speech<\/h3>\n\n\n\n<p> On June 5<sup>th<\/sup> 2019, YouTube announced that they would be taking a more active stance against supremacist speech of all forms. Their policies have since then been updated to ban videos <strong><a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/youtube-creators.googleblog.com\/2018\/02\/my-five-priorities-for-creators-in-2018_1.html\" target=\"_blank\">\u201calleging that a group is superior in order to justify discrimination, segregation, or exclusion\u201d.<\/a> <\/strong><\/p>\n\n\n\n<p>This would include all white supremacist and Nazi ideologies, as well as videos that would spread misinformation about the well-documented events such as the Holocaust and the Sandy Hook school shooting. The update came about as a result of a massive backlash from the community, urging them to change their classifications of what constituted an offence.<\/p>\n\n\n\n<p>The policy went on to remove thousands of channels \u2013 anyone who violated those terms got the chop. This was fantastic news! But &#8211; surprise, surprise &#8211; there are several problems with their implementation. <\/p>\n\n\n\n<br>\n\n\n\n<h3 class=\"wp-block-heading\">Is the Ban Algorithm Working? Anti-Racism Takes the Hit<\/h3>\n\n\n\n<p>Much like their hiccups along the road to &#8220;YouTube Restricted Mode&#8221;, the tech company&#8217;s expanded hate speech policies have now impacted on channels that speak to instances of racism. <a rel=\"nofollow noopener noreferrer\" aria-label=\"Black creators and academic platforms (opens in a new tab)\" href=\"https:\/\/www.latimes.com\/business\/la-fi-tn-youtube-hate-extremism-20190606-story.html\" target=\"_blank\"><strong>Black creators and academic platforms<\/strong><\/a><strong> <\/strong>on the site started noticing that their videos were being removed by YouTube&#8217;s algorithm, because of the inclusion of terms like &#8220;racism and bigotry&#8221;.<\/p>\n\n\n\n<p>Furthermore, One People&#8217;s Project is a group that dedicates itself to monitoring and reporting goings-on in the alt-right and white supremacist communities, and communicating their impacts to a largely minority audience. They had an informational video on their channel taken down due to the discussion of racism in its title and content, despite no harmful stigma being perpetuated.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p> <br>\u201cIt indicates that [YouTube has] not refined well enough the difference between someone who is exploring issues of racism and hatred and someone who\u2019s promoting it.&#8221;<\/p><cite>Heidi Beirich,  Director of the SPLC\u2019s Intelligence Project. <\/cite><\/blockquote>\n\n\n\n<p>Meanwhile, popular conservative YouTuber Stephen Crowder (mentioned above), posted a video on June 19th of this year entitled &#8220;<em>Hate Speech Isn&#8217;t Real: Change My Mind<\/em>&#8220;. The video currently has almost two million views and <strong>has not been taken down<\/strong>.<\/p>\n\n\n\n<br>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion: Corporate Responsibility is Not Optional<\/h2>\n\n\n\n<p> The main takeaway here is that, despite their clearly written and cited policies, YouTube has repeatedly demonstrated a failure to support communities on their platform that need a voice. In fact, there have been several instances over the years in which they have contributed to taking that voice away.<\/p>\n\n\n\n<p>YouTube needs to use their power in ways that aren\u2019t just campaigns giving them visibility &#8211; but to actually protect the minorities who use their platform.
